Prisoners engage in drug activities because of the thrill, the money, and the challenge of defying authority and escaping punishment.

In other words, because they are bored.

Even if they are supposed to be kept in jail, prisoners are human beings. They should be rehabilitated with activities that expand their knowledge, their creativity, and their non-religious spirituality.
